Why would non-MLS clubs want to play in a league where they will be placed in second division ? The MLS league will have first division MLS clubs and second division non-MLS clubs

because even as a second division, the competition is most likely better that what other leagues or High School has to offer.

It is basically DA. It is the top league and there is no tiering. At the most they MIGHT eventually tier U17 but even that isn't likely due to travel. This is more or less the same as DA but with more input from clubs and without the directives of USSF. Boys will want to play in the affiliate system that leads to potential MLS Academies and this league will be far and away the most scouted and is for elite players over a 10 month season. BECNL, NPL, EDP, etc. are very, very distant 2nd, 3rd level leagues.

Will the NY area MLS teams continue to play boys up 1, 2 & 3 years?

I thought the lack of competitions was one of the driving forces behind the MLS clubs desire to bolt the DA.
