Hi Dopey question
When the alignments are listed is it safe to assume in each grouping that the bottom of each grouping has the stronger divisions, so the premier division is stronger than the Champion divisions, which are stronger than the numbered divisions ?
Thanks

Yes.

Premier
Champions
1
2
3
4
Etc

A new team typically will enter at Division 3 finish in top 3 and get promoted, usually, or finish in bottom 3 and get relegated, usually.
