If a player started the 2019-2020 season playing for a team that plays in EDP can he also play the spring season for a team that plays in the NYCSL? In other words can he play for both teams at one time?

EDP and NYCSL use 2 different sactioning organizations,US Club and US Youth. They are 2 different cards, in theory you can play 2 different leagues. This is assuming your current club has not registered your child under both cards. I have heard of clubs registering players under both cards to prevent while using just one.
